(CNN) -- Fifteen people are unaccounted for following multiple explosions and a fire at a propane tank refilling plant in central Florida, said John Harrell, a spokesman for the Lake County Sheriff's office.
Seven people were taken to regional hospitals, he said. All of the injured were workers at the Blue Rhino plant. There were no reported injuries in the surrounding areas.
An evacuation area of half a mile has been extended around the plant. The nearest homes are about three-quarters of a mile away, according to Harrell.
Video provided by CNN affiliate WESH showed a massive fire, with multiple explosions of propane tanks within the flames.
There were 53,000, 20-pound cylinders of propane at the facility at the time of the fire, Harrell said.
"It sounds like bombs are going off," Norma Haygood told WESH.
Fire crews could be seen pouring water onto the facility.
The cause of the explosions and fire was not immediately known.
The Blue Rhino facility refills propane tanks used in gas grills. The company's tank exchange service allows customers to trade in an empty tank for a full one at retail locations.
Browns coach Rob Chudzinski met with reporters today following the fourth full-squad practice of training camp. Here is a transcript from the news conference:
Opening statement: ?Good afternoon, we had a good first day in pads. We started out a little bit slow, but we picked it up and ended up having a good practice. We really focused a lot on the red zone. It?s an area where we really want to concentrate and improve, and make improvements on this season. We had a good practice. Just to give you a Ryan Miller update, there is no new news with him. He is currently in the NFL concussion protocol. I saw him last night before we got to our nightly meetings. I?ll take questions now.?
On Montario Hardesty: ?Montario has a hamstring. He?s day-to-day; I?m not concerned about him.?
On Desmond Bryant not taking any reps: ?He?s had back spasms. He will be day-to-day.?
On Tashaun Gipson: ?He sprained his shoulder. I?m not concerned about it. I think it will be a day-to-day type thing.?
On whether the injury happened on the collision between Gipson and Josh Gordon: ?Right. Yep.?
On quarterback decisions in the red zone: ?Good ones for sure. Being the first day, everything is tighter. Obviously the space is tighter down there. Decisions have to be quicker. Getting comfortable what we are doing from a scheme standpoint, because everything is quicker down there. These guys getting familiar with that and doing it and executing it and seeing it over and over again is the important thing. That is what we are looking for.?
On how much contact he tolerates, regarding the Gipson-Gordon collision: ?The ones down the field are the ones we are trying to stay away from. That was just a case of both of them going for that ball. That?s going to happen.?
On Dion Lewis: ?I thought he did a good job. He?s had a couple of good practices out there since pads have come on. I think I stressed yesterday how with running backs it?s easier to see them and evaluate them when actual blocking schemes are happening. He?s had a good couple of days.?
On the unknown with a young offense: ?Well that?s part of this process in training camp. We want to be able to look at them and for them to give a chance to show what they can do, for us to assess them and to be able to see what their strengths are, to be able to adjust and put in the best things to succeed.?
On the worry factor not knowing what he has on offense: ?It?s fairly typical for this time of year to be in that position, especially being new coming in. I?ve been through a few different situations. You learn as you go. Those guys have opportunities; it?s called competing. But we are learning them as well.?
On the punt-return candidates: ?We are going to look at and continue to work a big group of guys in the punt-return area and the kickoff-return area. We?ll have opportunities during the preseason to work a number of them. We will pair it down by then and get the guys that we want to get.?
On not sending any defense downfield on punt return: ?Yeah, because a lot of times you?re not live out here in these punt situations, so getting in the games when they are actually catching and having to return the balls, then you have a chance to see them a little better.?
On how fast to pair the group down: ?Yeah, it?s good to have a big group because you never know from an injury standpoint. You want to make sure you have a big pool of guys to pull from and we?ll pair it as it applies to that.?
On Brandon Weeden?s first day outside with pads: ?Again, we will have to look at film, but I thought for the first day of red zone there were some ups and some downs, as all of them had. As they get more familiar with what we?re doing in the package, the decisions are quicker and the effectiveness is better.?
On Weeden being on schedule so far: ?I don?t look at it from a schedule standpoint. Where I look at it from is an improvement standpoint. Us being able to learn about him, then we will be able to tailor what we?re doing to him or any other quarterback or players that are in there.?
On improvement of Brandon Weeden: ?He has improved.?
On Josh Gordon: ?The last two days, Josh has really come out and competed. He has come out with a plan in practice specifically of what he wants to work on and get better. He?s done that. You see those plays he is able to make; he is going after the ball and going strong for the ball.?
On whether giving consistent effort is a challenge for Josh Gordon: ?Well, I think it is for everybody. Here, you want to push guys. You want to put them in situations that are tougher, stress them and push them when they are tired, and that is what training camp is really for. It?s about developing mental toughness and we want to do that with everyone on our team as well.?
On how valuable Mingo is after seeing first day in full pads: ?It?s great work for him. He flashed. I saw him getting around the edge on some guys. He had a nice counter move on his pass rush. It was a good day to see him and be able to get him in pads.? You can see these guys in full speed, finally.?
On Paul Kruger?s pass rush: ?Yeah, Paul had a couple nice pressures today, too.?
On tight end group: ?Yeah, I see improvement from that group. Kellen Davis, it was good to see him back out there practicing today. So we will get a good competition in that whole group. Brad Smelley is doing a number of different things. The group is improving. It is a group that doesn?t get a lot of snaps, but they?re improving out here and working at it.?
On Dion Lewis? quickness: ?He does. He can stop and start. We talked about it a little earlier; he?s had a nice two days. He has good vision and I think that is showing up as well.?
On Shawn Lauvao: ?I think Shawn?s done well the last day in pads. I will have to go in and see after practice on how he looked. He?s playing physical. He?s working on his technique, which is something he wants to focus on. We will see as this goes on.?
On how valuable it is that most of the offensive line has past experience on the field: ?Obviously, they have all played. Getting over that first hurdle of being in games is huge. They?ve all worked with the other guys, which part of that process of communication and being comfortable with other guys out there, we have a jump start on that.?

For NBA players who find themselves unemployed as the calendar keeps ticking days toward August, it's hard for paranoia to not set in.
Rookies and young players have to start assessing their overseas options in hopes of a payday, with every tryout and training camp invite serving as one last vestige of hope away from the $24,000 maximum in life as a D-Leaguer.
And, then, there are the veterans. For players of a certain age, mortality starts setting in right about the time you don't get a call at 12:01 a.m. on July 1. The NBA is said to be a fraternity?once you're in, you're in. Only once those calls start drying up and the offers start getting lesser do players begin dealing with the harsh realities of a future without basketball.
Such is the case right about now for plenty of notable veterans. While there are still a few teams remaining with cap space and a desire for bench help, the overwhelming preponderance of organizations have nearly filled out their rosters.
Only mini mid-level exceptions and veteran minimum contracts are being offered?and only tepidly so. The market will only continue to dry up as August rolls around, so it will be an interesting few days and weeks for names we're plenty used seeing on an NBA floor.?
With that in mind, here is a complete breakdown of all the latest free-agency rumblings surrounding veteran talent.?

Lamar Odom Warming to Lakers Reunion, Lakers Not so Much?
If there's one thing we know about Lamar Odom, it's that he likes candy. If there are two things we know about Lamar Odom, it's that he likes candy and is married to a Kardashian. But, if there are three things we know about him, that's when we get to the actual basketball stuff.
Well, kind of. We know that Odom likes playing basketball in Los Angeles?or at least somewhere with a beach. If it's somewhere where there's warm weather, a never-ending supply of Skittles and in a city open to reality television stars, then Odom could be had.
Last season Odom made his return to the Los Angeles Clippers, the team that drafted him out of Rhode Island all the way back in 1999. Suffice it to say things didn't go as planned. Odom's return to sunny SoCal was supposed to reinvigorate the offensively gifted forward after he went through a hellish 50-game stint with the Dallas Mavericks a year prior.
Odom's 82-game stint with the Clippers somehow went even worse. Though not as divisive a force in the locker room as he had been in Dallas, Odom suffered through the worst statistical year of his career. He averaged career lows in points (four) and minutes (19.7) per game while shooting below 40 percent for the second consecutive season.
The Clippers scored nearly five points per 100 possessions fewer with Odom on the floor, though it's fair to point out most of his minutes came with the second unit. Los Angeles was also strangely a borderline elite defensive team with him on the floor, which is either an indictment on DeAndre Jordan and Blake Griffin or a statistical outlier brought forth by plenty of minutes with Eric Bledsoe and Matt Barnes.
Considering Odom's Lakers teams were by and large better with Odom on the floor defensively, we'll give him some credit. However, one has to wonder how much a player who spent his entire regular season getting back into shape really helped all that much.
Digressions aside, Odom has made no formal announcement on his future. The Clippers have long since moved on in free agency, meaning the Lakers would be his only L.A.-based option. Could a reunion be in the works? According to Kevin Ding of the?Orange County Register, Odom has considered it, but the Lakers aren't that interested:

Considering the way things ended?first with the David Stern-vetoed trade to New Orleans and then a deal to Dallas for peanuts?it's safe to say Los Angeles is glad it got out of the Lamar Odom business while it could. His past two seasons have proved Mitch Kupchak correct in sending Odom elsewhere, though the Lakers' moves elsewhere have backfired quite a bit (see: Howard, Dwight).
The only reason the Lakers should express any interest is simple: What more do they have to lose? Odom, assuming he would take the minimum, is a low-risk player who could still be effective if motivated. Considering their starting 2-guard would probably be Nick "Swaggy P" Young if the season started today, the Lakers could do a whole lot worse.

Delonte West on Radars of Knicks and Grizzlies?
Unlike Odom, Delonte West was an effective player the last time he set foot on an NBA floor. He averaged 9.6 points and 3.2 assists in 44 games with the Mavericks in 2011-12, knocking down open threes and doing all the things that make him a valuable backup.
But, as it has many times during his career, West's personality defects quickly wore out his welcome with the Mavericks. Dallas suspended West for his part in an argument between teammates last October, later choosing to cut the 30-year-old guard rather than try to work things out.
Always a difficult personality?West suffers from bipolar disorder, a disease that has been the root cause of many of his problems?the remaining 29 NBA teams chose to follow the Mavericks' path.
He later tried making a comeback with the Texas Legends of the D-League, starting eight games before the season came to a close. The rust of missing more than three months of action showed, as West averaged just 10.3 points per game and shot 35.1 percent from the field.
West spoke of the difficulty he faced watching last season as an unemployed NBA veteran, per SLAM's?Tzvi Twersky:
I had tears in my eyes watching games this past year ? not because I?m bipolar, but because I?m sitting at home and miss the game.?When my agent calls, I?m going to be on the next flight. Not to be cocky, but some teams that are trying to win are one guard away, one guy that can make a couple great plays away from going to the Finals.
It seems one year away from the game hasn't done much to hurt West's confidence?though whether that's a good or bad thing remains up to interpretation. As for whether any team has any tangible interest in putting a happy bow on this semi-tragic story, it seems like the answer is a very tepid yes.
Chris Haynes of CSNNW.com is reporting that both the Memphis Grizzlies and New York Knicks have reached out to West's representatives. The talks are said to be??preliminary at this point," and no formal offers have been made at this time.
It's unlikely West would garner anything more than a veteran's minimum deal with a minuscule guarantee?if any guarantee whatsoever.
From an entertainment standpoint alone, I hope he goes to the Knicks. Putting West in a locker room with Kenyon Martin, J.R. Smith, Metta World Peace, Carmelo Anthony and Iman Shumpert would be off the charts on the unintentional comedy scale. I would probably pay $10 per month to watch their interactions on a?Big Brother-like feed.
Can we just make this happen already? Yes? Yes.

Memphis in on Mo Williams Too?
Perhaps one of the more perplexing veterans still out on the market is Mo Williams. We've long reached the point where most attribute his All-Star game selection to the deifying hands of LeBron James, but Williams remains a valuable offensive player who has started for much of the last nine seasons.
The 30-year-old guard spent the 2012-13 season with the Utah Jazz, again getting the nightly nod despite struggling with injury. He averaged 12.9 points and 6.2 assists per game, continuing to space the floor and knock down long-range jumpers.
Despite the expectation that this past season would be his last as a starter, few expected Williams to be looking at the August half-offer sheets.
But as it does to many veterans, contractual expectations priced him out of the market early, and teams quickly moved on to secondary targets. Steve Kyler of Hoopsworld noted Williams was so discouraged by his lack of long-term offers that he would consider signing a short-term deal with a contender.
Well, it looks like Williams has found that contender. According to ESPN's Marc Stein, the Memphis Grizzlies have thrown their hat in the ring on the Williams chase:
Should he sign in Memphis, Williams would serve multiple purposes?all of which would improve the Grizzlies' championship effort. He would give Mike Conley a reliable backup who can distribute and play off the ball?a role?Jerryd Bayless could only intermittently fill last season. And, more importantly, Williams would be a floor-spacer and a long-range shooter on a team firmly in need of both traits.
No team attempted fewer three-pointers last season than Memphis. The Grizzlies also shot a dreadful 34.5 percent on those shots, a clip that was better than only six other franchises. Memphis' lack of shooting came up in a big way during the Western Conference Finals, where the San Antonio Spurs essentially ignored Tony Allen and Tayshaun Prince on the wing.?
Adding Williams wouldn't solve those ills but would go a long way toward helping. The Western Conference got markedly better this offseason, while the oft-injured Mike Miller represents the Grizzlies' biggest haul in free agency. A healthy Miller will help solve those spacing problems; adding Williams might make them a thing of the past.?

?It was one-on-one blocking drills. I did not see it. Obviously, two guys were going against each other and hit against each other.?
On the message to the team after a player getting injured:
?We got together. We said a prayer, said we would keep Ryan in our thoughts and I would give them updates as we got them. We needed to get back to work at that point and focus back on practice.?
On the team responding to his message:
?I thought they did a great job. It really says a lot about them, our coaches, our staff and our players to be able to do that. This team is a family and when something happens to a family member like that, it?s tough. These guys did a great job of staying focused and getting a lot of work done that we needed to get done.?
On the reaction of a player getting injured for the first time as a head coach:
?Well, you take the lead in these situations. That?s what I did. Again, I look forward to being able to see Ryan tonight and get a chance to visit with him.?
On Phil Taylor practicing:
?He went through individuals today. We will continue to monitor and look at him, eventually upgrade as the time comes.?
On offense working on screen passes:
?It was something that was in our installation today. After a few days, we get those guys rushing up the field so much. Screens have always been something that Norv has really excelled, teams that Norv has coached. I have been fortunate to be around Norv and learn a thing or two about screens.?
On executing the screen play:
?There is a lot of coordination and timing between the offensive line and the running backs; the timing of it happening, knowing the rushes and the right people to do it against, as well.?
On quarterbacks having a better day:
?They did. I thought the offense as a whole had a lot better day. That?s one of the things you?d like to see happen on a day-to-day basis, so it?s not always one side of the ball winning. You?d like to see it where it is offense one day, defense the next day, and when there?s a back-and-forth competition. At the end of the day, you need a balanced team. You have to be able to win games in this league different ways. Sometimes they are going to be high-scoring, sometimes they are going to be low-scoring. Sometimes your defense is going to be dominating or sometimes they are going to be struggling and vice versa. Having a balanced team is a key and it is something we have talked a lot about with the guys.?
On disappointment of having to practice inside due to weather:
?I was hoping to get out. When I came in here, early in the morning, it was drizzling, and I saw the forecast for the day. We had a lot of wetness on the field. So, it was a combination of the forecast and the fields all being wet and not wanting to tear those up.?
On how he feels about the skirmishes that happened in practice:
?I like the attitude, the competitiveness. We have to keep it under control, be smart. That?s the kind of energy you like.?
On the changes of practicing inside, rather than outside:
?It doesn?t change as much. Obviously, we didn?t go full pads. For the first day of full pads, I didn?t want to be inside, on the turf. We will be full pads tomorrow. It?s just a tighter space that we have to work with in here, but we were able to get a lot done.?
On waiting to learn Miller was going to be OK:
?It?s difficult. I was very concerned about him. I went over and gave him a tap when he was going out. At that time he was moving around a little bit so that was encouraging.?
On knowing how long he was unconscious:
?I don?t know.?
On knowing where Dion Lewis fits into the offense:
?I think I?m just learning. He?s a guy that we haven?t seen a lot. Running backs really tend to show more when the pads come on. You see their running skills and the blocking schemes develop a little bit better. Like you saw today, with pads on it?s a lot different. We will continue to look at him as well as all of those guys. We will put them in situations so they can show what they can do.?
On huddling players at mid-field, whether he updated them on Miller: ?I did. It was. I gave them an update on Ryan.?
On whether he sustained a concussion: ?I think right now calling it a head injury is most accurate until we get more details about it. I don?t want to classify it or call it something that it could be.?
On whether it was a neck injury: ?It was just
a head injury.?
On scrambling to get the offense ready for the first game ?It?s right around the corner. It seems like time flies. It will be here before you know it. ?Again, we have a lot of work to do. I?ve been pleased with what we?ve gotten done in the last couple of days. Particularly seeing things like we talked about when things didn?t look so well on one side of the ball. Guys were bouncing back, understanding and making the corrections and executing better on the field. I think that?s the process that you are looking for guys to go through as we are going toward our first game. We will continue to install things in the course of the next week and week and-a-half. We?ll get ready to go out and play.?
On handling a false start during practice: ?You saw that, didn?t you? Sometimes, it just depends. There is not always a hard, fast rule with things. In that particular case it was a point of emphasis.?
On whether the player was being singled out for an accumulation of mistakes: ?It was a point of emphasis at that particular time. In other cases it could be an accumulation.?
On how cohesive he expects the offensive line to be: ?Well, with a new system and new terminology it will take some time. Those guys in my opinion and in my experience are the toughest to coordinate, to get that communication that you need to get those guys playing together that you want. That does take some time. Having George Warhop here, he?s done a fantastic job. He has a relationship with them. I think that has really helped in that way. They are learning a new system, they are learning new terminology. George is here and he can translate to help get them on the right page.?
On Joe Thomas being a good teacher and translator: ?Joe is actually used to it. He has heard the terminology before. When I was here before there are a lot of similarities from that standpoint. He?s done a great job from a leadership role. He?s showing guys the right way and the direction we want to go.?
On FB Brock Bolen: ?He has a calf strain.?
On OL Oniel Cousins: ?He has a knee sprain. I?m sorry, he has an ankle sprain. It will probably be a couple of weeks.?

The Obama administration has once been revealed as an opponent of media freedom.
According to Fairfax NZ News report, U.S. spy agencies collected "metadata" phone records of New Zealand journalist Jon Stephenson.
This information was turned over to the New Zealand Defence Force, which was upset about Stephenson's revelations about the treatment of Afghan prisoners.
"New Zealand SAS troops in Kabul had access to the reports and were using them in active investigations into Stephenson," wrote Fairfax reporter Nicky Hager. "The sources believed the phone monitoring was being done to try to identify Stephenson's journalistic contacts and sources. They drew a picture of a metadata tree the Defence Force had obtained, which included Stephenson and named contacts in the Afghan government and military."
In 2009, Stephenson revealed how New Zealand soldiers were involved in human-rights abuses in Afghanistan. This came when they turned over prisoners to U.S. and Afghan authorites, who allegedly relied on torture.
He elaborated on that in a 2011 television interview, pointing out that he had located former prisoners who spoke openly about being tortured.

Meanwhile, U.S. attorney general Eric Holder has told the Russian government that if National Security Agency whistle blower Edward Snowden is returned to America, he won't receive the death penalty.
Earlier this year, Snowden released details of the U.S. government's massive metadata-phone-surveillance program, which enabled it to track calls like the ones made by Stephenson.?
In a separate attack on press freedom, Holder justified the seizure of phone records from Associated Press on the basis of protecting the U.S.?This came after the wireservice revealed details about a CIA operation in Yemen.
President Barack Obama has since ordered the Department of Justice to review the way it addresses freedom of the media.
Amid all of this, U.S. lawyer and press-freedom advocate James Goodale told a Russian news service that Obama is the greatest threat to the media since Richard Nixon was president.
Goodale, who defended the New York Times after the leak of the Pentagon Papers, pointed out that Obama has pursued six leakers, including WikiLeaks cofounder Julian Assange. The Obama administration has also gone after a reporter, James Risen.
"If he?s pursuing Julian Assange as a co-conspirator and succeeds he?ll be worse than Nixon because Nixon tried to go after the New York Times and its reporters saying they were co-conspirators, but Nixon failed," Goodale added.

The Guardian's Glenn Greenwald has declared that Obama is already worse than Nixon. He told CNN that Obama has charged with more leakers under the Espionage Act than all other U.S. presidents combined.
Obama and the First Amendment
The irony is that Obama once taught constitutional law at the University of Chicago.?
"I was a constitutional law professor, which means unlike the current president I actually respect the constitution," he declared in 2007.
The First Amendment of the U.S. constitution declares that Congress shall not pass any law that abridges freedom of speech or freedom of the press.
Obama has tried to paper over his administration's contempt for the First Amendment by publicly supporting a federal shield law, which will enable journalists to keep sources confidential.
But as the executive director of the First Amendment Center, Gene Policinski, recently noted, this comes just as the Justice Department is prosecuting Private Bradley Manning for disclosing information to WikiLeaks.
A Congressional version of the shield law would only offer this protection to people who gather news "for financial gain or livelihood". WikiLeaks is a nonprofit media organization, so this legislation wouldn't stop the government from throwing Manning or Assange into the slammer.
Both the Senate and Congressional versions would also exclude "agents of a foreign power" from coming under a shield law. This could have the effect of ruling out journalists for CBC, BBC, or news services owned by other governments.
Obama is starting to talk a good game about freedom of the media. But the reality is that any shield law will probably only protect journalists working for media outlets owned by large U.S. corporations.
For the most part, these reporters and editors are the least likely to get upset about the Obama administration's extrajudicial assassinations, attacks on foreign journalists, and eagerness to prosecute Snowden, Assange, and Manning.
After all, they have mortgages to pay, kids to put through college, and medical-insurance premiums that would cause some scribes in other countries to think twice before taking a major career risk.
U.S. journalists working for major media outlets have become part of the bourgeoisie and form a key part of Obama's constituency of supporters on national-security matters.
In the meantime, expect the snooping of the phone calls of foreign journalists like Jon Stephenson to continue unabated.
An unpaid intern in the office of Mayor Bob Filner says he quit in protest after seeing the mayor repeatedly "berate and belittle women in the office."
Christopher Baker, in a signed declaration given to KPBS, says that derogatory terms about women and "the physical contact is what I noticed most."
The declaration mentions a woman who, after a press conference in La Jolla, asked for a picture with the mayor.
The 70-year-old Democrat "started telling her that she was beautiful and asking about her relationship status. I noticed that he was very touchy, in a way that he never is with men."
In the declaration, Baker says that he doubts other staff members will tell the truth about Filner "because people's jobs are on the line." He said he quit his job because "it compromised my moral compass too much to continue working in that environment. It's not how my father raised me to behave around women."
Baker worked for director of communication Irene McCormack Jackson and press secretary Lena Lewis. Jackson quit Filner's office and has filed a sexual harassment lawsuit against him and the city, seeking unspecified damages.
Six other women have also accused Filner of sexual misconduct. Jackson and the six have all demanded that he resign.
Baker's declaration was filed with attorney Marco Gonzalez. Gonzalez, attorney Cory Briggs and former City Councilwoman Donna Frye, all former supporters of Filner, demanded two weeks ago that Filner resign, starting a controversy that has dominated local political circles and the media.
A poll done for the U-T San Diego newspaper and KGTV-Channel 10 found that 69% of those questioned believe Filner should resign.
The results were released Wednesday, after Jackson's lawsuit was announced but a day before four women, including a retired Navy admiral and San Diego State dean, accused Filner of touching them inappropriately and making sexually suggestive comments.
On Friday, the executive director of the city's Commission for Arts and Culture announced her resignation, only two months after being appointed by Filner. "I cannot in good conscience remain part of the Filner administration," Denise Montgomery wrote in announcing her resignation.
Filner on Friday told a packed news conference that he plans to undergo behavioral therapy to learn how to stop treating women disrespectfully.
But the surprise announcement has only increased demands for his resignation or recall among San Diego City Council members.
Councilwoman Sherri Lightner said Filner should resign because he "can no longer effectively lead our city." A Democrat, Lightner had been among three council members who held out while six others called for Filner to resign.
Councilman Mark Kersey, a Republican, asked Council President Todd Gloria to put an item on a meeting agenda to allow the council to iron out legal difficulties with the city's recall procedures.
The city's recall laws "are contradictory, not in conformance with state law, and likely unconstitutional," said Kersey, who has called for Filner to resign.
Filner has so far resisted the pressure for him to step down amid allegations of sexual harssment of staff members, constituents and others. There is no impeachment process in the city charter.
A citizens group has announced plans for a recall movement against Filner, a difficult process requiring large-scale signature-gathering to qualify the issue for a public vote. The last recall of a San Diego city official was in 1991.
City law needs to be changed, Kersey said, so that "voters may have confidence in the legal viability of future [recall] elections." In a recall, the ballot asks about recalling the incumbent and then lists candidates seeking to be the replacement.
Kersey noted that a provision in the city rules says that "no vote cast for a candidate shall be counted unless the voter also voted on the recall question." A similar rule in state law for state recalls was struck down by the courts in 2003, he said.
Even if legal problems are eliminated, recall remains a difficult process. Political professionals doubt that a volunteer-only group, like the one that has vowed to recall Filner, can gather enough signatures.
Reaction among city council members to Filner's plan to undergo two weeks of therapy at a residential facility was uniformly negative.
Filner "continues to put his needs in front of the needs of his victims and the citizens of San Diego," said Councilwoman Lorie Zapf.
The toughest comment came from Councilman Scott Sherman: "San Diegans should accept nothing less than Bob Filner's resignation and/or arrest."
At his news conference, Filner said he would undergo the therapy at a residential facility starting Aug. 5 and return to City Hall full-time Aug. 19. "I must become a better person," he said.
Filner apologized for engaging in behavior toward women "over many years" that he called disrespectful and intimidating. But he stopped short of admitting that he has sexually harassed women.
