9 die as tour bus crashes on icy Oregon highway

(AP) ? The stretch of rural Oregon interstate where a tour bus crashed through a guardrail and plummeted 100 feet down a steep embankment is so notorious that state transportation officials have published a specific advisory warning of its dangers.

Nine people were killed and more than two dozen injured when the charter bus veered out of control around 10:30 a.m. Sunday on snow- and ice-covered lanes of Interstate 84 in eastern Oregon, according to the Oregon State Police.

The bus crashed near the start of a 7-mile section of road that winds down a hill. It came to rest at the bottom of a snowy slope, landing beaten and battered but upright with little or no debris visible around the crash site.

The East Oregonian said it spoke with two South Korean passengers, ages 16 and 17. Both said through a translator that they were seated near the rear of the bus when it swerved a few times, hit the guardrail and flipped. They described breaking glass and seeing passengers pinned by their seats as the bus slid down the hill. Both said that they feared for their lives.

The paper said that the teens, one of whom injured a knee and the other suffered a broken collarbone, were staying at a hotel arranged by the Red Cross.

More than a dozen rescue workers descended the hill and used ropes to help retrieve people from the wreckage in freezing weather. The bus driver was among the survivors, but had not yet spoken to police because of the severity of the injuries the driver had suffered.

Lt. Gregg Hastings said the bus crashed along the west end of the Blue Mountains, and west of an area called Deadman Pass. The area is well known locally for its hazards, and the state transportation department advises truck drivers that "some of the most changeable and severe weather conditions in the Northwest" can lead to slick conditions and poor visibility. Drivers are urged to use "extreme caution and defensive driving techniques," and warned that snow and black ice are common in the fall through the spring.

The bus had been carrying about 40 people. St. Anthony Hospital in Pendleton treated 26 of them, said hospital spokesman Larry Blanc. Five of those treated at St. Anthony were transported to other facilities.

Blanc did not elaborate on the nature of the injuries but told the Oregonian that the hospital brought in additional staff to handle the rush of patients and did a lot of X-ray imaging.

I-84 is a major east-west highway through Oregon that follows the Columbia River Gorge.

Umatilla County Emergency Manager Jack Remillard said the bus was owned by Mi Joo travel in Vancouver, B.C., and state police said the bus was en route from Las Vegas to Vancouver.

A woman who answered the phone at a listing for the company confirmed with The Associated Press that it owned the bus and said it was on a tour of the Western U.S. She declined to give her name.

A bus safety website run by the U.S. Department of Transportation said Mi Joo Tour & Travel has six buses, none of which have been involved in any accidents in at least the past two years.

The bus crash was the second fatal accident in Oregon on Sunday morning. A 69-year-old man died in a rollover accident on I-84, about 30 miles west of where the bus accident took place.

A spokesman for the American Bus Association said buses carry more than 700 million passengers a year in the United States.

"The industry as a whole is a very safe industry," said Dan Ronan of the Washington, D.C.,-based group. "There are only a handful of accidents every year. Comparatively speaking, we're the safest form of surface transportation."

Sunday's Oregon bus crash comes more than two months after another chartered tour bus veered off a highway in October in northern Arizona, killing the driver and injuring dozens of passengers who were mostly tourists from Asia and Europe. Authorities say the driver likely had a medical episode.

Will retailers rebound after weak holiday season? - San Antonio ...

WASHINGTON (AP) ? As signs emerge that holiday sales this year grew at the weakest pace since 2008, investors are dumping retail stocks. Analysts are crowing about the missing "consumer engine" without which the economy may stagnate.

Many fear that the season's weakness will reverberate throughout the economy: Stores will be saddled with excess merchandise, forcing them to slash prices and accept razor-thin profit margins. Demand will soften for goods up and down the supply chain, leading eventually to a decline in orders for factory goods and weaker manufacturing. Growth will slow.

Yet there are plenty of reasons to believe that these fears are overblown, some market-watchers argue. Auto sales are strong, as are some measures of consumer sentiment. Home values are rising, leaving fewer Americans on the brink of foreclosure and helping many feel more financially secure.

Above all, they point out, there is nothing permanent about the "fiscal cliff," a set of tax hikes and spending cuts that will automatically take effect at the beginning of 2013 if lawmakers are unable to reach a deal to avert it.

When the fiscal issue is addressed and demand bounces back, these contrarians argue, beaten-down retail stocks may turn out to be this year's best after-Christmas bargain.

"There may be some caution ahead of the fiscal cliff" because of uncertainty about tax rates, "but it's more of a road bump than any fundamental weakness," says David Kelly, chief global strategist for JP Morgan Funds.

He notes that a daily tracker of consumer sentiment, the Rasmussen Consumer Index, rose Friday to 98.9, the highest level measured since January 2008. Other measures of consumer sentiment appear weaker, but Kelly believes the Rasmussen data is more reliable because it is updated daily. Most other indices rely on monthly surveys.

The fiscal cliff isn't the only reason consumers slowed down in November and December. Americans were buffeted by a series of events that made them more likely to stay home.

Superstorm Sandy caused steep holiday sales declines in the Northeast and mid-Atlantic that made the national picture appear far weaker. The presidential election distracted people in November, the Newtown massacre in December. And the rising din about Washington's current budget impasse left many people unsure what their 2013 household budgets will look like.

The outcome: Holiday sales of electronics, clothing, jewelry and home goods in the two months before Christmas increased just 0.7 percent compared with last year, according to preliminary data released Tuesday by MasterCard Advisors SpendingPulse, which tracks holiday spending across all payment methods. That's the weakest holiday performance since 2008, when sales dropped several percent as the cresting financial crisis pushed the economy into a deep recession.

For many, the early results were a worrisome sign of things to come. Jeff Sica, president and chief investment officer of SICA Wealth Management in Morristown, N.J., called the retail sales result "onerous" and "a negative overhang on the market."

Still, the nation's largest retail trade group, the National Retail Federation, is sticking to its forecast that total sales for November and December will be up 4.1 percent from last year. A clearer picture will emerge next week as retailers like Macy's and Target report monthly sales.

That didn't keep investors from reacting hastily to the grim early data. Retail stocks in the Standard & Poor's 500 index fell 5.4 percent this month, while the broader index declined only 1 percent. Computer and electronics retailers fared the worst, sinking 10.3 percent.

Not so fast, says Karyn Cavanaugh, market strategist with ING Investment Management in New York. She favors the consumer discretionary sector, represented in the S&P 500 by Home Depot, Amazon.com Inc., Target Corp. and Ford Motor Co., among others.

"The consumer has shown surprising resilience throughout this tepid recovery and we believe will continue to do so," Cavanaugh says. The housing turnaround "will further aid consumer and consumer confidence," she says.

Sales of new homes rose in November to the fastest pace in two and a half years, the government said Thursday. The National Association of Realtors' pending home sales index also rose last month to its highest level in two and a half years, the group said Friday.

Consumer spending, to be sure, is a critical indicator of economic activity. It accounts for about 70 percent of the economy, so a true slowdown could have a painful ripple effect. That's especially true in the final two months of the year, which contribute as much as 40 percent of annual sales for many retailers.

Some analysts are warning that the pain for retailers has only just begun. Brian Sozzi, chief equities analyst at NBG Productions, says revenue results and fourth-quarter earnings forecasts, due out early next month, pose another threat to retail stocks. Sozzi recommends betting against some weaker brands, including teen apparel chain Aeropostale.

Assuming stocks continue to sink because of weak guidance and "general market angst," Sozzi said in a note to clients Friday, "the moment to potentially entertain this sector from a long perspective will be sometime before earnings season begins in mid-February."

According to Kelly and other market bulls, consumers haven't meaningfully slowed their spending. They're merely holding off as they wait for lawmakers to craft a deal that would prevent some of the scheduled tax increases.

"There's a difference between confidence and spending attitudes," Kelly says. "People are generally feeling more confident because home prices are going up."

Kelly and others believe that a deal on the fiscal cliff is all but inevitable ? eventually. He acknowledges that the waiting could be painful for consumers, retailers and most other businesses, but says, "If we don't get a fiscal cliff deal, then we'll wait and get a fiscal cliff deal."

Analysts who doubt that spending will bounce back quite so quickly argue that consumers are still paying down debt and have less interest in shopping sprees, in part because median incomes are falling.

Despite the stronger housing market and other positive signs, "they're going to take the opportunity to retrench, rather than buy stuff," says Derrick Irwin, portfolio manager for Wells Fargo Advantage Funds.

Peter Tchir, manager of the hedge fund TF Market Advisors, says consumers may be shopping less because economic turbulence has helped people reassess the value of what they consume.

"We've overconsumed for so long ... how much do you really need to add?" he says. "To some extent, it's healthy for Americans to live within their means. But clearly, this week, it's not great for retail stocks."

Serious concerns have been raised about chemical weapons in Syria as unnamed US officials on Wednesday told NBC News that Syrian forces have loaded sarin, a deadly nerve gas, into bombs that can be dropped by planes.

The officials said the bombs had not been loaded onto planes and there was not yet a decision from Syria's leader to use them.

President Obama has said the use of chemical weapons in Syria is a ?red line? that would draw the US into the war. Embattled Syrian President Bashar al-Assad has denied that he?s planning to use them, unless international forces intervene. And Syrian officials have called recent accusations a ?pretext for intervention.?

The international community is now debating if and how to respond to this latest development.

As the situation unfolds, for many unfamiliar with sarin gas there may be some question as to what it is and just how deadly it can be. Though it?s classified as a weapon of mass destruction and is extremely lethal, it is not in the same league as nuclear weapons.

?Chemical weapons are not nuclear weapons. In order to produce a lot of damage they have to be distributed very efficiently. The problem with them is that they can be very deadly and efficient if used in population centers and their effects are indiscriminate,? says Daryl Kimball, executive director of the Arms Control Association.

?The explosion of a single chemical shell would not necessarily be a catastrophe if it went off accidentally at one of these storage sites, but the deliberate use of one chemical shell in a population center could be very deadly,? adds Mr. Kimball.

Sarin is a colorless and odorless nerve agent that can be attached to missiles and artillery rounds and is primarily lethal when inhaled but can also penetrate skin and clothing.

It evaporates quickly, though under the right conditions it can linger for up to five days. As a result, a sarin attack requires little clean up and areas affected by sarin can be quickly reoccupied, making it a desirable weapon for military units looking to advance without destroying infrastructure and equipment.

It was first developed in Germany in 1938, but there was no known use of it as a weapon, until 1988 when Iraq used it against the Kurdish town of Halabja. The Iraqi military is also believed to have used sarin against Iran during the war between the two countries that spanned from 1980 to 1988.

Most recently, it was used by the Japanese group Aum Shinrikyo which manufactured their own form of impure sarin gas and released it on the Tokyo subway in 1995. The attack killed 12 and injured at least 5,500 people.

It?s unclear exactly how much damage would be caused were Syrian jets to drop bombs filled with sarin gas on an apartment block or populated area, but experts say the attack would likely be lethal and devastating, creating a major impact.

Injured Barkley won't play in Sun Bowl

EL PASO, Texas (AP) ? Matt Barkley's career at Southern California is over, a shoulder injury bringing a disappointing end to his record-breaking, four-year run as the Trojans' quarterback.

Coach Lane Kiffin announced Thursday that the senior quarterback won't play in the Sun Bowl against Georgia Tech because of an injured shoulder. Instead, redshirt freshman Max Wittek will make his second career start.

Barkley's throwing shoulder was injured during USC's second-to-last game against UCLA and he didn't play in the season-finale against Notre Dame. Wittek started the game and the Trojans lost to the Fighting Irish to fall to 7-5 on the season.

Barkley was a celebrated recruit when he arrived at USC and won the starting job as a freshman in 2009. He went on to rewrite the Pac-12 record book during a USC-record 47 starts over four seasons, becoming the conference leader in touchdown passes, yards passing, completions and total offense.

But so much more was expected from him and the Trojans this season, when Barkley announced last January that he would return for his senior year.

Coming off a 10-2 season, and out of a two-year stay in NCAA jail for rules violations, USC started this season ranked No. 1 and a consensus national title contender. Barkley was the Heisman Trophy favorite and an almost certain high first-round NFL draft pick.

Neither he nor the Trojans could reach those high expectations.

Barkley was not bad. He threw for 3,273 yards in 11 games and 36 touchdowns. But he also threw 15 interceptions, the most since his freshman season.

The Southern California native will end his career having played in the postseason just once. He led USC to a victory against Boston College in the Emerald Bowl in 2009 as a freshman.

Howard Stutz - Mirage President Felix Rappaport will resign

LAS VEGAS -- Felix Rappaport, president of The Mirage, announced on Tuesday plans to resign from his position, becoming the second MGM Resorts International Strip property high-level executive to leave the company this month.

On Dec. 3, Aria President Bill McBeath resigned.

In a memo to employees, Rappaport, who has been president of The Mirage since September 2010, said he was leaving the resort at the end of the year.

"This will be my first New Year's Eve off in more than 30 years," said Rappaport, 60, who didn't give any indication of future plans.

"While it is difficult to leave the company, I am enthused to be opening a new chapter in my life," Rappaport said. "I look forward to spending more time with my family and to exploring new opportunities within and possibly even outside our industry."

Except for a two-year stint as the general manager of the Station Casinos-owned Boulder Station, Rappaport has spent the bulk of his casino career with properties owned by MGM Resorts and its predecessor company, Mirage Resorts.

Rappaport served as president of Luxor, Excalibur and New York-New York and he held senior level positions at The Mirage, Treasure Island and MGM Grand.

Before his appointment at The Mirage, Rappaport oversaw renovations and changes at Luxor during a five-year period. The casino was acquired by MGM Resorts as part of the company's $7.9 billion buyout of the Mandalay Resort Group.

Rappaport moved to Las Vegas in 1991 from Philadelphia, where he managed hotels. He became vice president of hotel operations for The Mirage, which has 3,000 rooms. The largest hotel he managed in Philadelphia was 500 rooms.

Since taking over The Mirage, Rappaport oversaw changes in the property, including new restaurants and new nightclubs.

MGM Resorts Chief Operating Officer Corey Sanders will oversee The Mirage until a new property president is named.

MGM Resorts Chairman Jim Murren called Rappaport "the epitome of hospitality leader."

McBeath left Aria after telling Murren that he wanted to "reassess his career goals." CityCenter Chief Executive Officer Bobby Baldwin stepped in to oversee Aria, the Strip complex's flagship hotel-casino.

A day later, MGM Resort Chief Marketing Officer Bill Hornbuckle was named president of the corporation.

On the Scene: Cell biologists hone elevator pitches

Competition challenges scientists to summarize their work

A senator and a scientist walk into an elevator. If the scientist happens to be Navneeta Pathak or Kiani Gardner, science funding might also get a lift.

Pathak and Gardner won a contest at the annual meeting of the American Society for Cell Biology that required competitors to describe their research in a one- or two-minute spiel that the general public could understand. The idea is to get cell biologists more comfortable with explaining their work to nonscientists, said Simon Atkinson, chair of the society?s public information committee. About 20 scientists entered the contest, recording their entries on smart phones or a video camera set up in the exhibit hall.

The exercise can be useful for graduate students who struggle to explain exactly what it is they do to their parents, family, friends and neighbors, But the public information and policy committees had a larger target in mind when they devised the contest, Atkinson said. Scientists never know when they might encounter a member of Congress in an elevator or other cramped space, and the researchers need to be ready to dazzle the captive lawmaker in order to garner more support for research funding.

Ramya Viswanathan, a graduate student at the University of Virginia, is now prepared with a one-minute rendition of her research in case she should briefly encounter a prospective employer or her department chairman. ?If I actually do run into anyone in an elevator, I can tell them about my research in two minutes without boring them,? she said.

Her fellow U.Va. graduate student Manisha Menon also tackled the challenge of making her work on the internal architecture of cells interesting to a wide variety of people. ?It?s this tiny microcosm that they don?t know about or maybe even care about,? she said shortly after recording her entry.

Pathak, of the University of California, San Diego, had her mother-in-law in mind when delivering her two-minute pitch, she said. Pathak studies a protein that helps cancer cells drill through blood vessel walls so the tumor cells can spread to other parts of the body. Atkinson praised her vivid imagery and the way she seamlessly explained the few words of jargon sprinkled throughout her talk.

Gardner, of Duke University, also conjured a vibrant mental picture by describing how a protein she studies separates dividing bacterial cells much the way a rubber band on a water balloon pinches the balloon in two. Both Gardner and Pathak took home an iPad mini along with the honor of winning.

There is only glory for honorable mention winners Karen Colbert of Stanford University, Jayme Dyer of Duke University and Monica Clifford of the University of Toronto. Stanley Cohn, a cell biologist at DePaul University in Chicago, also received honorable mention for his entry, recorded in an actual elevator. But Cohn?s approach of grabbing his captive audience by the lapels and punctuating his impassioned diatribe on diatoms with pokes to the chest may serve as a cautionary tale for what not to do.

LONDON (AP) ? Minutes to the Bank of England's last rate-setting meeting show little enthusiasm for another monetary stimulus.

They show that David Miles was the only one of the nine-member Monetary Policy Committee to back an expansion of the asset purchase program, which has injected 375 billion pounds ($611 billion) into the British economy since March 2009. The majority believe it is too early to judge the effects of the latest 50 billion pounds stimulus.

All nine agreed to keep the Bank's base lending rate at the all-time low of 0.5 percent.

The minutes, published Wednesday, also suggest that the rate-setters are unsure about the underlying state of the British economy as one-off events such as the Olympic Games cloud the picture.

Britain emerged from a nine-month recession in the third quarter.

NIH Revisits Debate On Controversial Bird Flu Research

On Tuesday, the National Institutes of Health in Maryland is holding a second day of talks about whether and how to continue funding some controversial scientific experiments.

Back in January, virologists agreed to temporarily stop research that was creating new forms of bird flu because critics argued that the work was too dangerous. NIH officials are now seeking input from scientists and the public about how to proceed.

Scientists, national security experts and public health workers have come from all over ? including places like the United Kingdom, Hong Kong, Italy, Indonesia and Vietnam ? to discuss thorny issues raised by the research.

"The subject of this meeting literally affects every individual in the world," noted Harvey Fineberg, president of the Institute of Medicine of the National Academies, who is helping to run the conference. "Every citizen in every country has a stake in the research that will or will not go forward with respect to these highly pathogenic agents."

These pathogenic agents are altered forms of the bird flu virus known as H5N1. H5N1 is widespread in poultry in parts of Asia and the Middle East, but it rarely infects people. Over half of the people known to have gotten sick, however, have died.

Public health experts worry that the virus might mutate, begin spreading from person to person and start a pandemic. Last year, NIH-funded researchers showed that certain genetic mutations could indeed make H5N1 spread easily between ferrets, the lab stand-in for people.

When word got out that scientists had created these mutant viruses, there was an uproar.

"There was an explosion of reaction, sometimes bordering on the very extreme," recalled Anthony Fauci, the director of the National Institute of Allergy and Infectious Diseases. One New York Times editorial called it "An Engineered Doomsday."

So flu virologists around the world agreed to temporarily hold off on this kind of research. But some, like Ron Fouchier of Erasmus Medical Center in the Netherlands, thinks it's essential to get back to work.

Fouchier says what is learned from this research could help public health experts do things like spot an emerging pandemic or develop vaccines. In his view, it's irresponsible to not follow up on his initial experiments.

"All of this research is aimed to prevent flu pandemics or to mitigate their impact if they cannot be prevented altogether," Fouchier says.

Others are not so convinced and say that if an engineered bird flu virus fell into the wrong hands or escaped the lab, it could kill millions.

"Once novel flu gets going in the population, it's unlikely we could stop it," says Thomas Inglesby with the Center for Biosecurity at the University of Pittsburgh Medical Center.

Inglesby thinks the moratorium should continue, but that if the NIH decides it will fund more research on altered forms of H5N1, everyone should acknowledge the risks.

"I think we should also proceed in unprecedented biosafety conditions and with international agreements on how to proceed," he says.

Officials have drafted a set of proposed criteria to help them decide whether and when to fund this kind of research in the future. For example, a proposed experiment would have to address a scientific question with high significance to public health, and there would have to be no feasible alternative methods to address the same question in a less-risky way.

One of the reasons NIH is holding this conference is to see what people think of that proposed framework.

This question of the moratorium can't be decided at this meeting because not all of the researchers who signed onto it are funded by NIH. But what the NIH says and does is influential, so what comes of this meeting and how it is incorporated into NIH decision-making could be important.

On the agenda for Tuesday is a discussion of what kinds of lab safety measures should be in place to do this kind of work. Some experts say it should be restricted to the most secure labs possible. Others say that would needlessly slow down research that's vital for understanding the threat of naturally occurring flu pandemics.

A video of the meeting will be posted online for those who could not attend, and NIH officials say they'll be accepting emailed comments on their proposed framework for decision-making until Jan. 10.

From super to ultra: Just how big can black holes get?

Dec. 18, 2012 ? Some of the biggest black holes in the Universe may actually be even bigger than previously thought, according to a study using data from NASA's Chandra X-ray Observatory.

Astronomers have long known about the class of the largest black holes, which they call "supermassive" black holes. Typically, these black holes have masses ranging between a few million and a few billion times that of our sun.

This new analysis of the brightest galaxies in a sample of 18 galaxy clusters suggests that the masses of at least ten of the supermassive black holes in these galaxies are ultramassive, in that they weigh between 10 and 40 billion times the mass of the sun. Astronomers refer to black holes of this size as "ultramassive" black holes and only know of a few confirmed examples.

"Our results show that there may be many more ultramassive black holes in the universe than previously thought," said study leader Julie Hlavacek-Larrondo of Stanford University and formerly of Cambridge University in the UK.

The researchers estimated the masses of the black holes in the sample by using an established relationship between masses of black holes, and the amount of X-rays and radio waves they generate. This relationship, called the fundamental plane of black hole activity, fits the data on black holes with masses ranging from 10 solar masses to a billion solar masses.

The black hole masses derived by Hlavacek-Larrondo and her colleagues were about ten times larger than those derived from standard relationships between black hole mass and the properties of their host galaxy. One of these relationships involves a correlation between the black hole mass and the infrared luminosity of the central region, or bulge, of the galaxy.

"These results may mean we don't really understand how the very biggest black holes coexist with their host galaxies," said co-author Andrew Fabian of Cambridge University. "It looks like the behavior of these huge black holes has to differ from that of their less massive cousins in an important way."

All of the potential ultramassive black holes found in this study lie in galaxies at the centers of massive galaxy clusters containing huge amounts of hot gas. Outbursts powered by the central black holes are needed to prevent this hot gas from cooling and forming enormous numbers of stars. To power the outbursts, the black holes must swallow large amounts of mass in the form of hot gas. Because the largest black holes can swallow the most mass and power the biggest outbursts, ultramassive black holes had already been predicted to exist to explain some of the most powerful outbursts seen. The extreme environment experienced by these galaxies may explain why the standard relations for estimating black hole masses do not apply.

These results can only be confirmed by making detailed mass estimates of the black holes in this sample, which is by modeling the motion of stars or gas in the vicinity of the black holes. Such a study has been carried out for the black hole in the center of the galaxy M87, the central galaxy in the Virgo Cluster, the nearest galaxy cluster to Earth. The mass of M87's black hole, as estimated from the motion of the stars, is significantly higher than the estimate using infrared data, approximately matching the correction in black hole mass estimated by the authors of the Chandra study.

"Our next step is to measure the mass of these monster black holes in a similar way to M87, and confirm their existence. I wouldn't be surprised if we end up finding the biggest black holes in the Universe," said Hlavacek-Larrondo. "If our results are confirmed, they will have important ramifications for understanding the formation and evolution of black holes across cosmic time."

In addition to the X-rays from Chandra, the new study also uses radio data from the NSF's Karl G. Jansky Very Large Array (JVLA) and the Australia Telescope Compact Array (ATCA) and infrared data from the 2 Micron All-Sky Survey (2MASS).

These results were published in the July 2012 issue of The Monthly Notices of the Royal Astronomical Society.

Cincinnati QB Kay granted extra season from NCAA

CINCINNATI -- The NCAA has granted Cincinnati senior quarterback Brendon Kay an extra season of eligibility, giving the Bearcats a proven passer heading into their first year under coach Tommy Tuberville.

Kay replaced the struggling Munchie Legaux last season and helped Cincinnati win a share of the Big East title and a berth in the Belk Bowl. The Bearcats went 3-1 in Kay's four starts.

Kay was hurt repeatedly during his college career, missing time in 2008 and 2011. He was limited to six career games heading into this season.

He went 70 of 113 for 966 yards and six touchdowns after replacing Legaux, a junior. Kay is expected to start in the Belk Bowl on Dec. 27 against Duke.

Syrian FM blames West for suffering of his people

BEIRUT (AP) ? Syria's foreign minister has blamed the suffering of his country's people on U.S. and European sanctions imposed on his country.

Walid al-Moallem has called on the United Nations to condemn these sanctions and work toward lifting them.
